Key policy/practice change issues

The first thing is the determination of the “WHAT” the desired key policy and practice change issues are that the stakeholders consider important and critical for ensuring the transparent, accountable, sustainable and equity extraction and use of revenues from natural resources.

If the desired policy/practice change issue is clear to all and is a straight forward issue, then it may just require documenting and disseminating it, maybe in an appropriate format and channel of communication; If the policy/practice change issue requires further knowledge and or skills, research is carried out and communication strategy will determine whether the issue should by pursued using policy advice and, advocacy or training;

If the issue requires concentrated and sustained engagement to bring about the required change, policy advice might be deployed; If the desired change is difficult and requires sustained pressure for change, then advocacy (including lobbying, debate, and public arguments) is employed to mobilize critical mass of institutions and individuals to build and sustain pressure for change.
